  I would like to clarify a little more about the key sections of this project:
  
  In terms of the video section of the website:
  
  Basically the website will NOT recording any video(s). But instead it will play the selected (up to 2) videos to the user.
  
  User can play/forward/backward the video(s) AND able to draw objects (like lines/circles etc) on either of the video.
  
  There are few other requirements about the video section but they are not as important as above, but still need to carry out.
  
  The following are also equally important:
  
  1) The site has to look EXTREMELY attractive! A lots of programmers can build a site, but NOT a lot of programmers can build a good looking one
  
  2) The video section is a service provided to the users, but it's the USER MANAGEMENT is the key to this website. This is where the money comes in (for me).

  I am a developer from Kathmandu. I have done 3-4 major projects in Silverlight. One of them was the reporting application using charts and maps with large database ware house.
  
  Most of the tasks in your application is not new to me except for drawing circle/lines on the video.Rest of them are database work so they are not that hard and are achieveable.
  
  My only concerned here is time. Can you please let me know the total work duration in which you expect the application to be completed?
