Need Guaranteed Signups for free to join sites

Hi,I am looking for someone who can provide continual guaranteed signups from USA for free signup programs (not paid). I currently already own a guaranteed signups website and am looking for a new provider. my website has a custom coded backend, and so the new person should be able to integrate into it, to provide tracking details of signups. Signups must have different IP addresses and valid information. Mostly 'home based business' type websites or make money at home type.
Need to offer cheap rates so we can resell them (currently I pay $.13 per lead but am willing to negotiate).
Signups should be valid information, but they do not technically have to be 'live' real time signups. Can be leads generated from before, put into my system gradually. But should still have valid lead information (like 80% or higher rate).
Emails should be valid and be able to validate.
THESE LEADS HAVE TO BE FILLED INTO THE ACTUAL CUSTOMER'S FORMS/SITES. Most important. cannot just provide documents of leads, these leads must fill into the customers forms (with different IPs). I dont care how you do it, but that must be the case (and seem real).
I will be asking the select providers that I am interested in for a sample campaign before selecting as winner. Can be paid sample if legit.
If service is good, you will have continual work for a long time!
Lets base the bidding off of 10,000 leads per month. so for example 10,000 x $0.10= $1000 (per month)
