PHP CMS and Wordpress Site

Project Description:

My site needs the following page and functions:
1) WordPress Login and Registration database controls all login-required functions.
2) A CMS type page where a user can view documents uploaded by users without having to register.
3) A user must be registered to vote and can only vote once per 24 hour period.
4) A user may only submit a document if they have registered and paid the fee. (After paying they will be redirected to the submit page, maybe?) The pages should be automated so that every time a user submits a document, a link is added to the main page and that link directs the user to a page displaying their document. (Think blog.)

I already have the design and layouts created, so project would have to fit within that scope but necessary changes can be made if need be. I am open to redesign if the project cannot be done with what I already have. All pages are coded in PHP.

I believe WordPress can be used or altered in someway to get what I want, however, WordPress is not sitewide. If this is necessary, then I will need my site transferred into WordPress as well.

I am looking for a bidder who can accurately tell me how to maintain the page he/she has built and I have an intermediate grasp of PHP, WordPress, and CMS so that won't be too difficult. I know how to code other functions, but not this type of page specifically.
