We are looking to develop a new kind of reverse auction website developed in CakePHP (or your desired MVC framework)You need to have experience working with auction sites and understand bidding and feedback as used in many auctions, sites that have have some of the features we will implement - uship.com , , www.ubidnship.com , www.freelancer.com , elance.com

I have the databases, the storyboard, and wire-frame for the site. I have the whole site worked out and its not to complex, if you have the skills I have outlined and have build solid web apps you should make a bid.
Key Features
4 levels of permissions. 3 members and 1 non-member
Google maps that will pass 2 locations in and show turn by turn directions and distance on the application.
Paypal integration will need to take the buyers information and hold it till the transaction is completed.
The User Chat feature is already made and must be integrated in to the application being able to connect the buyer with the seller while the job is being completed
RSS and Email notifications when a job matching their criteria is posted
The code needs to be well commented and good English is a must, as well as regular updates on your progress.
