I can create a HTML5 slot machine, which will also have sound on Ipad2 (iOs5), this is rare.
There are some restrictions in using sound on Ipad ios5 that nobody can get around, however. You can for instance only play sound after the user touches the iPad. On other browsers these restrictions do not apply.
For windows8-touch (or future-ready) I have basic touch functionality down (swipe, long hold).
I'm currently porting flash-games to HTML5 via CreateJS and this was one of the demands for the Dutch Sesamy Street Games. I have created a working framework that allows me to build games of this type in HTML5 realtively easy..
CreateJS uses Canvas, which is supported by the browsers you mentioned.
EXTRA: I could also create a flash-fallback for older browsers (IE8) which will not support HTML5. (That would be extra, but would probably fit within your original budget.)
I'd like to know which features should be on the slot machine (Hold, triple lines, that kind of thing.) I can probably see from the PSD, but a textual description is always handy to avoid surprises. If the feature set is extensive I might not be able to do it for 7000,- but might go up to 9000,-. I will let you know this when I receive the specifications.
I have previously created three completely functional slot machines in Flash, so I'm well aware of the different mechanisms that might be involved.
I could start work on the slot machine within two weeks.
The registration form will not be a problem if I'm allowed to work with jQuery.
I have enough php knowledge to write small back-end solutions, so backend-integration should not pose a problem.
