Help needed setting up new vBulletin board/forum!

The work I need done:
I need someone to help setup a new vBulletin board/forum.
I will be guided by your experience on certain admin, user and profile settings.
You will need to setup the supporting databases required.

What skills/experience you should have:
Ideally, you have created/setup multiple vBulletin boards/forums.
Have experience in optimizing vBulletin specific to webhosting.
You should be able to start this project as soon as possible with a deadline to have work completed by no later than 17th February 2013.

Additionally, I’m looking for any advice or recommendation on an economical, reliable and fast webhost/server.
