I need a web design with the follow especificactions

The site must be a spanish-inglish site

Logo design

PHP script prefered

This is a file hosting authorized premium account reseller site.

Inicio (home)
-this must show the file hosting logos, 3 by now, but with the posibility to add more.
-show the price for every file hosting and the posibility to change the currency(Mexican peso, USD, EURO)
-must of the payments are local: deposit and electronic bank transfer, Paypal (simple checkout), the posibility to add another like google checkout or Authorized.net, and one prepaid local payment (this I can give you more information)
-Show all the payment methods logo.
-Newsleeter
