Freelancer would have to write some of the css, so knowledge of <div> positioning :relative :absolute etc a must. Templates will be sent with css but these will need editing. Few minor text and graphic customizations may be needed - including converting a font typography into a graphic logo for web/print, expanding the footer of the website, altering graphics, and setting up the blog categories.
