    This provider re-sold our project to another provider on Freelancer. As a result 4 week project had not even started after 2 weeks in. VirtualHorizaon deceived us, did not pay the deposit to the freelancer he resold the project to and did not communicate clearly.This is the result of the dispute and consequential arbitration. 1. The freelancer (Virtual Horizon) failed to communicate effectively with the buyer. This caused delay and inconvenience for the buyer.2. The freelancer failed to complete the project as promised. 3. The freelancer has already received an $80 milestone payment for this project, despite the fact that the buyer has received no deliverables. 4. The freelancer should be aware that it is entirely appropriate for a buyer to use the Arbitration system to recover milestone payments. This decision is final.     This project is about building a Gantt chart component as part of our Project Management solution. This is a very large component and very complex as it intended to be identical to MS project 2007 Gantt Chart (see image attached). It should behave and look the same as MS project Gantt chart. This component requires very experienced developers in flash and flex. It must be done in less than 6 months that included full development and testing with certification from our testers that is ready for production. This contract is a fixed price with very strict payments schedule. I warn you that we hired what seemed to be a capable company but failed to deliver. We lost our money as well as more than 6 months development time. So make sure you do not bid until you are 100% sure you have the available experience to do this job.One important note is that you cannot use any Gantt chart third party or open source component and modify it. Your code must be original. This is not an impossible job as ( has done it successfully. In fact, I talked to the guys who develop this component as he said it took them 3 months full time. I even asked them to do the same for us, but they said that they signed a non-compete contract. Also you can see IBM ILOG Elixir Gantt Chart component ( It is similar to what we are asking for. You can check he demos for those two sites to understand what is required and the amount of work required so you can bid realistically. However, it is best if you install MS project 2007 to understand it perfectly. Remember, we are only asking about the Gantt chart component and its related configuration and customizations, nothing else.
