We promised & completed app what we agreed upon, then after completion he came up with new app saying I do not like the app, it was his concept but when we said it is not possible then he canceled the project & we had to go to dispute & we won it, How can a service provider stole money when it was funded & we won it through Dispute. I wish that wasn"t the case.He delayed this job day after day and week after week. He did not display any effort in showing progress or actually doing any work. He is extremely unenthusiastic about producing and completing the job. In 2nd version he never gave us any workflow.
