Well have a look into using bower frontend package manager, grunt and using foundation to build your sites, this is great and has advantages over bootstrap such as off.
Get bower to install your components
Grunt to copy, minify and concat your files
and sass/foundation 4 to design your sites.
If you want to design a website, I strongly recommend you Bootstrap. Other than that there is Skeleton Framework, which is nice too.
And in terms of PHP frameworks, The best is Laraval, its tough comparing other frameworks though. Other than that I recommend Codeignighter, Yii.

If you are talking about fast front end design then I will suggest you to go with bootstrap!It is easy to learn and even more easier to use. It will help you to design even completely responsive website template with minimum effort.You may get it from getbootstrap.com.
If you have lots of development work in backend, the use cms like wordpress(Most popular and easy to learn and use), joomla, drupal etc.

It all depends on your time and how similar your projects are. For every web UI framework there is a learning curve. If you consider design and controls I really like bootstrap and foundation. These all have grid structure and many controls, plus you can find a lot of themes for these and also creating your own theme is not easy.
If you want full UI frameworks, then there are a lot of these. I would choose one which has good community support and a lot of resources online, like Angular.js.
