  Careful when receiving cheap offers on this board. Question though, is this design only? If it is great, but if it's for programming as well, the prize money is too low.

     It all depends on the amount of functionalities on the site. There might be over 15 pages to design and code when considering user registration, profile pages, news & blog, forums, home, etc. It is not as simple as it may seem. If you need technical help to plan it or just some general consultation I'll gladly do it for free since you seem a little confused about it. You can access my profile and then my official site and look for my contact there. Not sure if mods allow email addresses to be listed on the public board. Regards.
