Contest Brief

edit : this is NOT an art contest, just a search for guidelines. I need help.
I am developing a small simple telepresence robot. I am electronic-mechanic engineer.

But, the 1-to-1 video streaming, and sending robot commands (although this last seems easy), is too overwhelming for me to minimize latency and it needs to go through the wifi & web. (not local lan). (real distance within EU :-) )
I would like a brief summary
A/ which direction to go, and a bit how/where
B/ how to specify more clearly a new freelance outsource project to get a base program that i can hack further (for the rasp)

edit : some good bullet point advice, with some why's, is enough. Best from experience of course.

Best i found :
- motioneye ?
- UV4L and webRTC ?
(- use Python or C++ (i am trained in C++, but ok, Python i can handle too))

info : motion : [login to view URL]
and motioneye(os) : [login to view URL]
info : webRTC and telepresence robot & github : [login to view URL]
