Help sending 900.000 opt-in confirmation emails in a month

Contest Brief

I have gathered during the years an email addresses database that has about 900.000 names on it (mainly on yahoo.com).
This database is quite old (first person subscribed like 4 years ago and last one about 6 months ago)
and I have estimated like 20% invalid addresses (that will surely bounce).

I need either:
- a solution for a SMTP relay for sending this amount of emails during one month OR
- a solution for sending them an one-time reminder
for letting them confirm their opt-in and hence their interest for our products.

I have up and running phplist script on my server and I can send through a relay this number of emails (up to 2500 emails / hour = 360 hours = 15 days).
Alternatively, I can send them from a web interface that is provided by you, the winner of this contest.

ESSENTIAL: Your system must help us reach our customer inbox in a large degree.
We will choose a solution that will deliver more (we expect at least 80%) emails in the INBOX folder !
The email that will be sent does not contain wording that is designated as spam words by spam assasin and other filters, so the burden of a good quality delivery rests in the IP reputation that you have.

If you consider to bid please be prepared to send proof of the results obtained in similar projects OR list with IP that will be used for delivery (to be checked against spamhaus list and other lists).
