Help with a WordPress Template Store $1000 BUDGET

Contest Brief

I have a WordPress template that does 90% of what I need it to do. The link is here:

I need it to perform a few more functions:
Customers should be able to:
1. Communicate and negotiate deals with each other anonymously then once accepted, be able to make transaction online.
2. Implement a notification system through SMS, email. etc.
3. Be able to create general accounts through a database, which can then be "claimed" or associated with a User once logged in.
4. Be able to login to an App to make transactions or communicate with other users.

I will also need basic help with the appearance of the site. My budget is up to USD $1000. I would like to be able to discuss the project via Skype.
