  I need clarification.
  
  "A statement of purpose for student visa is required having a Bachelor of Engineering in Pakistan."
  Are you trying to say that you need a SOP for a Student Visa, and that it should show that you have a Bachelor of Engineering from a university in Pakistan?
  
  "Australian Study visa is in question particularly Master in Electrical Engineering."
  Are you trying to say that the reason you need this SOP is that your current Australian Student Visa, which you're using to earn your Master's in Electrical Engineering, is in jeopardy?

     Even if I have correctly interpreted both statements, a Statement of Purpose can't simply be written by another person without the relevant details of your life that must be included in the statement.
     
     This is like asking us to create a resume for you without giving us your work history or educational background.
