Hello. The winner of this contest will help me to understand if I am being told the correct thing by a freelancer that I hired for an app design project. (Basically, I want to know if I am being swindled or not.)

Ok, he's the story. I've been on FL for years. I am a person that comes up with ideas and you guys design them for me. Very seldom do I get someone that doesn't do something correctly, but it happens. Usually I get website coded and designed, but this is my first time trying to get an app developed, so I have NO IDEA how it should be done.

The project is to have live video like TikTok and selling features like eBay. So, I would definitely need API, (right?) for the live video?

Question 1: How do you implement live video feature in a mobile app? Is there an extra service or cost feature to sign up for?

Ok, the person that I awarded used a site called FIGMA to make these screen models. They said this was the start of coding. I'm skeptical because it just looks like just a front end app design site.

Question 2. What is FIGMA? Do you use it? Is it real coding?

So, I paid them to do that.

Question 3. I asked them for something I could test on my phone and they sent me an .apk file that was made from a site I now know as Flutter. What is Flutter? Is this coding? Do you use it?

(Nothing works on the .apk at all. It's just the same screens as was on FIGMA.)

Question 4: Is this how app development should go?

This is what I was told:

Ui - one stage
Ux - second stage
Implementation of api functionality third stage Admin panel

Tell me if you would have done things this way, or I'm I being deceived? I don't know how UI/UX or API goes or anything. (of course) I just want to bring my app to life and that is what I come to this site for. I trust all freelancers on here to do the right thing, but I know some may take advantage of the fact that I don't know about app development.
