We run an Incident room that is used to manage operational incidents - out of the ordinary events that need special attention to resolve. There are usually a number of people involved in the process, following a structured process based on AIIMS (An Australian incident management process - google it). These people take on specific roles and responsibilities, and interact with each other in a formal way, exchanging a lot of information, requests, etc that need to be logged and actioned, I want some software written to make that process easier. Each of the staff in the room typically has a log-keeper assigned, being an admin person with a computer/laptop/iPad/whatever. They are the ones that do the typing, letting the senior managers deal with the incident. The team is split into a number of defined "roles", and all interactions between the roles need to be logged. We want a better logging system built that tracks all the requests, actions, decisions and information exchanges that take place during the course of managing the incident. Think of the log as one database table, each row with the Incident ID, timestamp, to, from, subject, detail, status, and log entry type. Users must be able to create a log entry easily - thats the first mandatory - simple swift entry using picklists etc. When they log something, they will identify what type of log entry it is (Info, Decision, Request, Action, maybe a couple of others); who its TO if appropriate; a heading, details, due date/time if a request. The TO field also needs to accept free form text - in case its "to" someone outside the organisation (e.g. POLICE). There's no workflow required. If something is TO a certain role, it will simply appear in their "To Do" list because of the filtering (see below for what I mean by this). So its pretty simple data entry really. They must have the ability to see filtered views of the log so it shows only things relevant to them - for example only the things their "role" sent or received. I expect that this system will basically be a single screen (for everyone except the admin) where I log into a specific role, and I see a number of different windows on one page, all updating regularly, such as: info at the top of the page regarding what the incident is about, the last 10 items logged by anyone (recent history), the items my role has requested from others that are not complete (the things I'm waiting on), the items others have requested from me that are not complete (my jobs to do), and maybe some other things that come out in the design discussions. But overall, its a simple screen with a number of different filtered views of one database table One trickier bit. In the window that shows the jobs i have to do, I would like to be able to close off a job by clicking on an item in that window which allows me to add some closure information, changes the status to closed, and logs another entry saying the item is closed off, with a link to the item. The various roles (there are 6) are fairly static - they are part of the incident management structure. But what isnt static is who fills that role. So we need to have is an inventory of the staff that can fulfill the various roles (they all need to be accredited) and when an incident is set up, we then quickly assign those staff to a role and during the course of the incident staff will handover to others, etc. All these assignments and handovers also need to be logged as information. And each screen needs to have a window that shows who the current staff are that are filling each role at present. We have large screen TVs around the room, on those I want to display some different views of the log - for example the last 20 items logged in a top window, the last 5 decisions made in the bottom window, some counts of outstanding actions by role, or whatever. Nothing onerous - we can work out the detail later. Make a bid - we can adjust pricing to suit any changes...
