Intro 2D rotation + glow effect

hi, I need a flash provider to produce a flash animation. You will need to rotate 2d a sticker similar to this - [login to view URL] - and on each rotation text changes. It will rotate 8 times. On each rotation you will need also to do a glow /high visible effect similar to what u see on static pictures attached to this project. This glow effect will only be applied to the reflective parts of sticker. So before each rotation, a spotlight effect that turns the white parts glowing is what im looking for. Hope i was clear Only low budget acepted.
