Multilingual Joomla 2.5.8 site (English & Chinese)

The layout & content as well as most required plug-ins for this site are pretty much done and to the satisfaction of the client.
Now I need some fresh eyes and help with User-Registration and the correct set up of Access Rights.
Furthermore there should be some minor CSS adjustment especially for IE 8 – 10.

The virtuemart part of this website is made as a catalogue – no real online ordering yet.
Therefor no check-out needed (must be disabled)
Potential customers have to register with some predefined data (Name, Address, ZIP, Country and Email). They will receive an automated email to verify their account. (until now the account is created – but is still blocked until the admin takes action)
The registered user can see some hidden content – but cannot edit or change anything.
3 Users have to be created with editing rights in the front end.
Currently the CSS for the registration part is pretty hideous … needs adjustments to fit the all-over layout of the side.
Especially in IE ( Virtuemart part) there are some minor CSS problems – but it is perfect in FF or Chrome.
Please compare in different browsers to achieve an acceptable solution.

Since the project is in the final stage I might require a hands-on approach for little changes in a short time frame.
Please kindly state if you are available via Skype or QQ and are willing to give your support on an ad-hock approach.
I believe an hourly rate would be appropriate since it is not clear yet how much little problems will acure.
Good command of English is essential to avoid any delays due to communication problems.
