Silverlight Map Control needed for Windows Phone 7.5 Mango

Need a Silverlight Control Map Class (working sample code) that mimics the current Bing Maps API but no need to display maps. Need XAML Silverlight Control only for pan, zoom, and center to position events and method ability to add child windows (POI icons) by specifying GeoLocation Coordinates (lat,lon) and have them mapped to screen display coordinates. If can provide code in timely and cost effective manner, future coding project opportunites to be made available.
