We are looking to have an Animal Control Database built with focus on usability and multi-user deployment. I have built a sample site based off of a HTML5 template: [url removed, login to view] I will provide the files. I have basically made a static site that I need someone to make into a working application. I would like to see plenty of AJAX. I want the site as Quick and User Friendly as possible.

This is my third attempt to make this software.
I have had 2 other developers fail to finish the project. Therefore, I will not be putting anything down upfront. Once we have discussed the terms and Mile Stones we will enter those. However the mile stones will not be released until the project is finished. This is a project that I am taking on personally and I do not have any support. It’s not for profit so I have very limited funds.

The database is based off of citizens, each citizen can own an infinite number of pets, and each pet can have an infinite number of renewed licenses. That’s the basic flow.

A clerk clicks renew; types a name, address, or phone number and gets a list of results of people; selects a person; selects a pet; and enters the new license number.

An ACO does reports A report has People involved (Linked from citizen database), pets involved (from the pets database), a Narrative (WYSIWYG editor full page), dates and times, involved officers, and other various information.

A Shelter can also add Citizens, Pets, Temporary Licenses, and have lost and found animal information attached to each pet.

I have some flow charts, and hand drawn examples. I also am in the process of having the Static Demo Site view-able.
