Simple Chooser Application

Hi, I can develop such an application using php/mysql in such a way that the whole interface of the application can be controlled from a single html file. The user will be able to add choices and each choice will have two options associated with them. Then every option will have some text as well as some image associated with it. When a choice will be presented to the user then the text/image corresponding to the user will be presented. Then the option selected by the user will be stored in the database corresponding to that user. The appearance of choices will be random and each choice will have its life span from its date of activation to the date of expiry being set by corresponding user. Please confirm whether my understanding about this project requirement is correct or not? If not then what is lacking and if yes then just accept my bid so that I can proceed further. You can have me create the front end and back end for this chooser web application. For your convenience, it will be developed using the Laravel PHP framework since it allows you to customize the final front end design later with little impact to the PHP code.
