Our perfect candidates will have 7+ yrs of High Level MySQL Database Infrasture w/Clustering, VOIP, Apache web servers, Email/Fax Blasting, Javascript, PHP & HTML/CSS using a Linux OS. Knowledge of security contents. This is a one month+ project that REQUIRES Video Conferencing with us and local governments.

You may not be an expert in every area, as this is a ‘Team Project’; however, TOP DAWG PROGRAMMERS THAT BRING SERIOUS SKILLS TO THE TABLE NEED ONLY APPLY!

You must also provide a history of your experience regarding similar projects, along with three verifiable references. We will be using your information to help prove your competency and capability in performance of this project. A resume' of each preferred candidate will be required before making the final selections.

Scope: To join our ‘TEAM’ in building a web-based application, that offers; 1) database for potential bidders and subcontractors; 2) on-line bidding services acknowledgment and confirmation of receipt of on-line bidder activity; 3) a full range of reprographic services for bidders; and 4) the ability to generate cost accounting reports.

TECHNICAL CRITERIA: The website application shall be a secure Internet-based web site that is password protected and will be backed up by a 3rd party that operates on a single server and uses 128 bit encryption routines to secure the data and SSL (Secure Socket layers) technology. The site shall have the ability to accommodate as many as 200 City contracts at once. Larger construction contracts could consume as much as 2 gigabytes of storage space.

Development of the Web Site: A working web site shall be required to be up and running within 20 days of notice to proceed. The successful Candidates will work closely with City Engineering Officials during development to ensure the web site meets the City’s requirements and to fully test the site prior to going live.

Web Site Adaptation: We are required to provide for both uploading of the bid material by their staff or through the Internet by City personnel. The decision of which method will be used will be at the discretion of the City. This feature shall have the ability to interact with the City’s web site to allow for easy transference of data.

As part of any City contractual process, public notification is required. To assist this process, the web site shall have the capabilities to compile and maintain a list of contractors, sub-contractors, suppliers, and any other interested parties for use in sending out invitations. This list will be used to send invitations for all City construction contracts. Contractors, sub-contractors, suppliers, and others without Internet access shall be able to sign up through alternate means. The web site shall have the ability to send by email or fax an invitation to all registered contractors, sub-contractors, suppliers, and others. Contractors, sub-contractors, suppliers, and others without Internet access shall have the ability to receive an invitation by alternate means. This feature shall also include the ability to track those interested in bidding, those not interested in bidding, and those that have purchased bid sets or received addendum material. The list and features described above will also be made available to City personnel through the web site. This feature shall have the ability to interact with the City’s web site to allow for easy transference of data and access for potential bidders. Site should also have the following functions:
1. Web site provides the feature for potential bidders to view, download and print bid sets, project specifications and plans or any other documents as appropriate using their internal resources.
2. Web site should incorporate the latest in technologic advances to complete a digital database record for each project record. Records to show: 1) contractor names that purchased plans; 2) which plans were purchased; 3) date and times of receipt of plan sets; 4) Bid Notification Holder List; 5) bid notices and addendum records; and 6) reports will be generated and provided to City personnel.
3. Address Book capability to search and organize contacts for use in distributions, order and change notifications.
Plan Holders List: The web site shall have the ability to track and maintain a plan holders list. The list will include contractors, sub-contractors, suppliers, City personnel, and others who have obtained copies of the plans. The plan holders’ list will be used to forward additional information when required. This list shall be accessible to the public as well as the City. This feature shall have the ability to interact with the City’s web site to allow for easy transference of data and access for potential bidders.
