Basic (public) platform for students of a particular university to vote for improvements they'd like to see happen on campus.
Students with more influence can cast more powerful votes.

Suggestions are ranked using reddits 'hot ranking' open source formula (google it?)
Comments are ranked using reddits 'confidence' open source forumla (again: google it?)
'Points' is determined by a linear algorithm (see [1] below)
Impact = Points*Multiplier
Multiplier is determined by a logarithmic algorithm (see [2] below)

I am on lesson 20/50 of LearnPythonTheHardWay and through learning python, will hopefully be able to take over maintenance and changes after the build has been finished.

Python is my personal preference but I'm open to a php developer applying to this project
