Joomla, Html 5, or Wordpress site made...

I need Joomla site made. It can also be done in wordpress or html 5. Which ever one has the best mobile optimization. So it's optimized to look good on a phone. I here joomla has that now some feature with joomla 3. I'll pay $450 for this project. The project is basically a website that will interact with a web app I'm having made. The webapp will be made in iphone an android. You'll need to connect it to that app via a webservice/api. The website has a basic look to it. I need all the functions of it done in 10-14 days. Here is the catch I need the homepage look and in joomla by the next 8 hours. Not functionality. Just the basic look put into joomla and it will have pop ups. No functionality of the pops ups or signup. Need the popups to work on the homepage. The reason I need it in 6 hours is to to see if you can meet deadlines. The other reason to see if you have design skills or have a designer who has design skills. This homepage is so basic if you have say out of 10 your are a 3 in terms of design skills that would be enough I believe. I'd really want to work with one person. Some programmers have 1 out of ten design skills. If I have to I'll work with a team or programmer who knows a designer, but if you can't design you'll need to work with him fast. See I could have a designer make this psd and slice it up and give it to you, but the design is so basic that it's no even needed. Don't use a template. I'll be able to tell if it's a template. One way programmers get around not designing is using a template. Sorry I'm being harsh but I want the right person or team. Keep in mind this again has to be mobile optimized the client only uses a ipad and his partner pretty much lives off his Samsung Galaxy. So they will be looking at what you make on there phone about 90% of time and not a computer. So that is your tasks. If after 8 hours you can't have this simple joomla, wordpress, or html5 site done I won't continue the project with you. The rest of the work with functionality I need done in 10-14 days. We'll pay 10% if you can show me the hompage in 8 hours. Then escrow increments of 15%, 25% 25% 25%. I can do escrow of 25%, 15%, 25%, 25% or 25%, 25% 15% 25% too.
