HTML5 - Create Simple Map Visualizer for basic game

This project is to create a visualizer for a basic game map (browser based).

The map is constructed of tiles.

All tiles will be provided, and the map can be given as JSON string (array), or other format if required, currently it's defined in a C++ array.

Map Tiles, Sprites, and chat box.

Map should be scrollable and zoomable.

This project should be simple for people in this field.

Consider These (just for reference and not required for this project):

We will create another project later for integration by PHP specialist and will connect to our game engine to get the game state. So this is not required (unless you state you can do this also).

Eventually (not now) the same visualizer will be used to play the game in a browser, and maybe modified to work on mobile devices as an App.

The Tiles are 48x48 Pixels
The Map is 500 x 500 Tiles.

It is a big map.

Zooming should be smooth like Google Earth, We have this running in a C++ program and run's fine.

There are 3 Layers for the tiles/graphics.

Ground Layer - grass etc
Between Layer - walls/trees
Wall Layer - walls/trees

Sprites (are between the Ground Layer and the Between Layer).

This will not connect to any game engine or anything yet, unless you also specify you can do this.

We need a smooth scrollable, zoomable map, using our tiles. Obviously we cannot test Sprites properly at completion stage, but we can at least see it working in a browser without sprites (zooming etc).
It should be smooth all aligned. I can show a video of it on request of what we have at the moment.

The chat box can just be on the right, it's only for visualizingof text, no one will write in it, this will come from the game engine (another project unless specified you can do)
