I am looking for a someone to design & develop a website for me. The website I want will be a Competitive Gaming site like ([url removed, login to view])

I have a list of requirements I would like for the site:

1. User System
2. Users should be able to integrate there XBL Gamertags, PSN IDs, & other Usernames for different consoles.
3. An Admin cP with different Admin Permissions Groups (Arena Referee, Arena Head Referee Arena Administrator, Arena Head Administrator Tournament Administrator, Head of Tournaments, Platform Administrator General Manager, Forum Moderator, Etc.)
4. A Integrated Live Support System
5. A Tournament System (Users create a team for specific Tournaments)
6. A Ladder/Arena System (Users can have 1 team per ladder)
7. Integrated Forum System (When a user registers on the main site they are automatically registered on the forums
8. Leaderboard System (Global & For Ladders)
9. Ticket System
10. Staff Application System
11. Team System

-User System-
*The Administration should be able to add custom fields
*Users should be able to add friends
*Should be a User Search system
*Allow User Uploaded Avatars
*User Chat System

-Admin cP-
*Multiple Tabs witch maintains different buttons which are relevant to their jobs (I will give the winner each positions and what they should have)
*Should have a homepage with news sent by the staff for staff
*Upper Staff should be able to set permissions from staff
*Should be able to list tickets and set 3 statuses (Open, Closed, or Awaiting Response)
*Ticket System should have a Canned Response System
*Should be able to add Arenas, Tournaments, & Ladders from here
*Integrated the sites email system so each staff member has an email and can see their own messages.
*Notepad for staff to keep notes to themselves
*Staff Log For Management & Head Staff to see what staff are doing
*Integrate the Live Support System in her for easier access
*Be able to send emails from Admin cP
*A Staff internal ticket system for things suck as (Referee Report, Reporting Staff Members, Request User Ban, Etc.)
*Ban User
*Manage User Profile
*Manage Team
*Overturn a match decision
*IP Ban
*List Staff Online & Inter Staff communication
*Management & Head Staff should be able to temporarily suspend a User's cP
*Manage Staff Applications from here with a response system
*Audit System, a system where Admins can right notes on specific members for all staff to see, or where Management & Head Staff write notes on staff
*Lower Staff Should not be able to view/touch any upper staffs account
*Document Page where Management Set out handbooks for all staff
*Should be able to add global news
*Be able to lock and disband teams
*Add Forum Board
*Panel should allow double duty for staff members working in 2 or more departments

-Live Support-
*Departments for each staff group/arena/tournaments, etc.
*Canned Responses should be able to be inputted
*Be on every page of the site and in arenas/tournaments it should bring them automatically to that department
*When requesting support staff should see the users on site name & ip address
*Transfer between operators

-Tournament System-
*Maintain its own staff page
*Each Tournament should have to following pages (Details, Brackets, Rules, & Sign Up)
*Bracket should be able to be managed from the cP
*Able to set round time from the cP

-Ladder, Arena, & Platform System-
*Each Platform should have its own page listing news from the arenas under it, and listing the Platforms top staff (Platform Administrators)
*Each Arena should have its own page
*Arena should have free agent system
*Each Ladder should have a match finder system
*Each Ladder should have its own leaderboard listing w/l ratio
*Each Arena should have its staff page listing the 2 Arena Staff Groups (Arena Administration & Arena Referees)
*Each Ladder should have rules page (Managed via Admin cP)
*Each Arena should have an announcements section
