It should allow the university admin to use the functionality thats made for them as well as the parents, students, employers, advertisers, and so forth. The below are the headlines of the needed modules to build the whole system. Programming Language PHP and MySQL. Should be based to be stored in the cloud as well as there the possibility to store individual software in each university's servers and connected to the internet for whatever function requires the internet. Moodle is a good place to start, i don't mind if you refer to moodle's available functionality but the interface should be completely different than any other moodle software developed.
