Update website to new template and joomla 3.0.

Basically this was a joomla 1.5 site that is still functioning for your reference. I have migrated the site to joomla 1.7 on my test server but the original template is not compatible.
I want this site updated to j3.0 into a new template (I will prodive a quality new joomla 3.0 template) which will need some modifying to be similar to the original design.
. It has two languages English/Chinese and 72 pages in total. I think if the rounded corners are a pain we could remove these from the design.
It uses multiple unnecessary extensions which all need deleted and the same functionality setup using the joomla core features where possible
It needs to have Multilanguage facility setup properly within joomla 3.0
I want front end editing enabled on the new template I want to remove options for the user to edit the style of the articles in the front end editor (just want the look of the article controlled by CSS not the editor)
The site was setup with split menu so extra menu items need to be created when creating a new article. This need to be removed and replaced by category blog with article lists to the left rather than extra menu items.. Some css will need to be done to keep the article list looking similar to the original site.

Also the mainmenu is currently setup using a split menu this will be updated in new template to drop down menu.

I need the URls to either stay the same for SEO purposes or if the multi language features require all the URL’s to be changed I need the old URL’s to be redirected via the HTAcess file.
All work for this project need to be done properly with all CSS customizations done in the correct custom css files and any layout overides done properly too. (although I don’t forsee any layout override will be required.)
