Wordpress Image Management Plugin

Need to develop a WordPress Image Management Plugin. Requirements: WP (back-end) Photo Administration Portal features - Create Photo Group / Galleries - Upload photo(s) to each Photo Group / Gallery - Allow admins to adjust the image as necessary (a form of cropping much like this: [login to view URL]) - Allow the admin to upload as many photos per Photo Group / Gallery as needed. At least one photo would be required - Author, Date, Description, Meta / Alt Tags per photo as needed - [short-code] solution to insert into post or page for that photo group / gallery once group is created -- This will serve up the photos for that photo group on the page or post WP (front-end) features - Display photo on post or page - Display photos description, author per photo - Allow for scrolling through photos if more than one photo in group / gallery - Image should keep it's aspect ratio when scaled (when viewed on mobile or tablets) - Use photo popup when image is clicked on.
