Wordpress Plugin's

Hi there, I need Freelancers for the following project. I wish to create a Wordpress Plugin. 1. Membership The plugin must be able to register new users. - Users must pay upon registration via PayPal - Users must have a front end profile (similar to many social networks). Here the user shall be able to see their personal information. - Users must have the ability to select add-ons when logged in 2. Online Lottery The plugin must be able to run a simple lottery. - The lottery must collect numbers which user enters - A user must not be able to enter the same number twice - The administrator should be able to select the amount of numbers in the draw - The administrator should be able to download the enteries to an excel file - The administrator should be able to set the deadline for enteries - (Optional - This may be a widget) I am aware I can code this myself, and I am aware that I can use other plugin's to do very similar tasks. The project shall be awarded to those who can display similar plugins before. The project shall be awarded to someone who has the ability to come up with new idea's which may improve the plugin. I will also award the project to someone who has also created Wordpress Themes, and who would be able to create a template quick and efficiently. The person who is awarded this project will be directly awarded all my future projects. As I am setting up an Irish based web design company, it is essential that the winning candidate has a strong command of English. I would like to talk over Skype prior to awarding the project. Turn around time for this initial project is to be completed in less than 14 days, no later.
