I am in need of a custom built GPS tracking application (web based), which is also suitable for fleet management (large amount of cars). It will be based on Teltonica devices (FM1100, FM2200, FM4200) so if you have experience or even protocol details, that's better. If not, I'll buy them and mail you the protocol details. It should have all basic fleet management features (live tracking, reports, geo fences, POI) as well as support for devices that provide OBD/CAN information.

Preferred technologies are Python, Django, PostgreSQL, HTML5 but you if you insist you can go with LAMP also.
Bidders that have experience in this area (GPS/GIS development, fleet management) will be preferred, and if you've worked with Teltonica devices or on similar project that's a plus also. The documentation of the code and commenting is required, code will be submitted on CVS/SVN/GIT repository and be reviewed by our code supervisor in every project phase.

I can provide server for developing, trackers will be installed in our cars and pointed to that server. First step is to build a server application (TCP/IP sockets) to receive raw data from devices, parse them and store in DB. In this step the geocoding should also be done to translate lon/lat to addresses. Server needs to be multi threaded and scalable so that it doesn't slow down on large number of devices and data. It should be written in Python but we'll accept Java/C solution if needed. Second step is to build a web application to render the stored data and show reports.
