I am creating a boardgame based on Hollywood Studios of the 1920s and Golden Age of Hollywood.
I need these rights questions investigated and answered, and not just by a yes or no, but by the actual explanation of law that govern these.

I have these rights in use on board game:

30 director likeness
30 director names
60 actor photos
60 actor likeness
60 actor names
5 studio logos
5 studio names
60 movie names
5 Mogul names
5 Mogul likeness

I checker on [url removed, login to view] for information of laws governing these and contacted [url removed, login to view] and .gov and they told me that a celebrity name cannot be copyrighted, but might be covered by a trademark. I also know that there are special laws that protects Hollywood Actors because of abuses in the past. I am not sure how and to whom they transfer in the present if any and how to track and clear these.

I know I can acquire right managed photo of actors to be used commercially with a creative common license, does this includes name also or just likeness or just the photo rights and the name and likeness of represented actor is another thing or... ??

I know we can parody names and caricature likeness to fall under "fair use", but still you could get sued and have to prove you are right in court.
This would also cheapen overall feel and look of the boardgame so this is not a wanted option.

Also, I'd liek to figure out how to realistically track the rights, clear them, and still make money of board game and not be lost in legal lymbo with 355 rights to manage and clear, paying a sum before editing game seems very costly and economically dodgy, and collecting a fee per box sold that doesn't place game in a 100$ a box instead of 40 or 50 seem a very complicated also. Are there agencies that collects rights like these and redistributes them like music agencies ?

I'd like a clear cost-effective and realistic solution to either clear these rights issues or move on to a non rights using version of the game.
