We have an Excel Spreadsheet that has VBA programming in it. It is a data validator and formatter. It launches with a form, and prompts you to choose what type of data file validation and conversion.

Once you select an above choice,
1. Asks you to load 3 files.
2. Asks you to locate a .DBF file
3. Expects 3 files to already be placed in a location on the C drive.
On a per-provider / site basis each iteration.
The result of either operation spits out 3 files.
We want this Excel spreadsheet to be converted to a .Net v2 compliant application that can be run from the command line as well as from a windows application as it sits now.
We also want it to be parameter customizable with inputs for example from command line:
1. Type of conversion (1, 2, or 3 above)
2. File 1 and path
3. File 2 and path
4. File 3 and path (each file dependent or not required based on which converstion and validation type you want)
5. Output folder (creates if does not exist an enumerates new folder if exists)
The worksheets in the spreadsheet contain reference data. We want to be able to add, edit, delete, etc., via SQL tables and Web Browser, and store the old value in another table like it, with a field "changed MMDDYYYY by WINDOWSUSERNAME. Any value that is presently hard-coded into the VBA will need to be configurable from the new app.
As well as from the app, able to control what server, database that the reference data is stored in
We will provide a copy of this spreadsheet - once cleared through management, as well as sample data with which to test.
The VB used for these processes already exists. We know it is a small manual effort retrofitting code to run in a .Net project.
Successful delivery will consist of:

SQL for creating the tables.
A successful test of the process, and the resulting data must mimic ours 100%.
Follows business rules and best practices for [url removed, login to view] development, including form/data validation, etc.
Offline NDA will be provided. We choose fixed price, due to budgetary constraints.
No upselling and no additional / special purpose apps will be purchased by us; we presently can run [url removed, login to view] v2 apps and SQL 2005.
