New html template with graphic design

A html template is required for a new site. The template should include a text-based dropdown menu. A specific layout and imagery is required for the main body of the page, i.e. a series of dropdown boxes (or some similar display of data) alongside a large image which has a number of smaller images & text placed on top at specific positions. The smaller images & text displayed will be controlled by the selections made in the lists. The programming to pull the data from a database is already in place, and I now need a professional look'n'feel and layout to apply it to, as well as the creation of the images. There are approximately twenty of the smaller images which are of a uniform size, varying only in colour. There are three larger background images, which are very similar to each other. The site design should allow the overall colour scheme to be changed easily via css. Style guidelines and image snapshots will be provided.
