I need a competent 3D animation, video post production and someone who understands the web.

Description of the animation (3-5 seconds):

Imagine yourself facing a mirror, with the middle of the mirror being at your eye level. Take a few steps forward, then reach out and touch the mirror with the palm of your right hand touching where your face would be. That's the animation I'm looking for roughly, but this would be the viewer seeing this on their monitor, but in a slightly different fashion. The idea in my head would be a life-like male model in 3D to approach the screen when the webpage loads. I envision the page to be white but for the ghostly figure on the other side of a fuzzy or piece of glass, or screen. The fuzzy glass will mask the viewer from the identity of the figure. The figure will walk forward and place the palm of his hand on the screen, and as soon as the hand touches the glass the whole thing will transition with a pure white flash, and fade into black... at this time, the video will change to a white page, and links to the various areas of the site will appear which the viewer can click (see image I've attached).

I also need some help with website design (very basic!). This website is being designed for a pitch I'm doing to a major publishing house. This could be a great little project to work on and may lead to a working relationship that can continue further on down the road.
