Message Delivery Operation
--On Live Person answer - begin play back of mp3 file and replay message if requested or transfer the call to a live agent if requested ( eg press 1 to replay press 2 to transfer but not necessarily both actions will be used at same time). if no action after playing the message hang up after 20 seconds

in case of ivr broadcast:
On live person answer play message and wait for user action, if no action after n seconds the message has been played hang up

--On answering machine - Play back file /ivr and hang up
--On Busy retrey later
- on fail end call
-- On No Answer end call after n seconds of ringing and try later
--Ability to detect and release call on Hang up by remote party (Recipients will be mostly residential Analogue Lines)
