Outlook add-in to send message later

I require a clone of this product, to be used with Outlook 2000 and later:

Must be able to send an email at a later date, set up recurring emails and view a list of scheduled emails in a folder with the ability to modify their content and schedule. Must send from the original Outlook profile. Must be able to choose files and directories (with file exclusions) to be attached to recurring and scheduled emails.

Deliverables

1) Complete and fully-functional working programme(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows:

a) A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. and New Zealand Copyright law. Buyer will receive source code and exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the Buyer).

The software should also allow users to check a box to have an email pop up for editing prior to a scheduled send, and should be designed in a way that makes it easy to add functionality in the future e.g. ability to insert tags for date etc
