Looking for a programmer to reccomend hardware and offer developemtn services for the following project:Background

We are a SMB based in Australia that imports and manufactures laboratory equipment. We are looking to develop a controller for a wide range of laboratory equipment that we can install in our manufactured units or retro-fit in imported units. The types of equipment I am talking about include:
 Laboratory Fridges
 Laboratory Freezers
 Laboratory Incubators
 Laboratory Shaking platforms
 Laboratory Plant growth chambers

From the above list you can see that we are looking mainly at simple temperature control, motor control, and some lighting control.

Details

With the obvious prime functionality being temperature control, motor control, and lighting control, there are some key attributes that we are looking for:

 Flexibility in dev platform – the platform must be easy to modify for a new feature or application.
 Touch Screen – the dev platform must be touch screen compatible
 Reduced bulk cost – initial outlay on a development kit is fine but ongoing parts costs must be reducible
 Processing power – platform must be quick to boot and recover from power failure.
