This project was previously posted as "ambient light sensor through a USB interface" with a budget from $750 through $1500. This work can be done for under $750.
Interface a solid-state ambient light sensor to the USB port of the computer. Provide readings of ambient light with one C function.
1. Hardware – There are 3 choices of hardware.
1.1. EVAL.BH1721FVC-ND manufactured by Rohm and resold by DigiKey:

1.2. Identify similar hardware available from another manufacturer meeting the specifications of 1.3.1.
1.3. Design your own hardware using any resource available:
1.3.1. Meet the following specifications:
220.127.116.11. Provide a 4+ bit reading of ambient light in the range from full darkness to full noon sunlight.
18.104.22.168. The circuit must not exceed the dimensions 5cm x 3cm x 1cm
22.214.171.124. Interface to a computer through a USB port.
1.3.2. Deliver the following items:

188.8.131.52. PCB board layout files
184.108.40.206. Bill of materials
220.127.116.11. One working prototype
2.1. Regardless of the choice of hardware, the software must initialize the hardware if necessary.
2.2. Supply an ambient light reading with one function call, such as readAmbientLight().
2.3. Software will be written in C
2.4. Software will run on the Linux operating system
3. Development schedule
3.1. One-page progress reports must be provided every two weeks.
3.2. The work must be completed within 12 weeks of the first payment.
3.3. All design files will be provided upon payment of every installment.
4.1. The payments will be made in 4 installments of 25% of the total contracted price.
4.2. Sufficient progress toward completion must be demonstrated to earn each installment.
5.1. Bidders must show examples of previous work.
5.2. Bidders with positive reviews will be favored.
5.3. Bidders must identify which of the 3 hardware choices they will pursue.

I choose option 3 because I have previously work with AC and DC power managment. Also, PIC-USB interfaces are within my reach. This will give a low-cost and high-quality device, ready in less time than expected!
