C++ program that can change DNS servers on all versions of windows

I need a simple program done, that changes the dns server settings to whatever i set in the programs config before its compiled, I prefer that this program does it directly without the use of any external programs such as Netsh.exe. The code must be able to change the dns settings of any user admin or not, require source code and any prerequisites and instructions for compilation.
