At least five municipalities in Perú have started a project to try to unify the recording of cases pertaining to the exploitation of children in an effort to stop this and have a unified record of victims and perpetrators as well as the follow by State actors. The data is currently being recorded in an Excel sheet and there is a need to upgrade this system to a web-based database/application. While the data is linear (one case=one victim=one perpetrator=one series of actors) it would be ideal that the database creates relations where one victim could relate to a series of cases and where perps are also individually recorded and relations are created. The confidentiality of the data requires an SSL certificate that will allow its protection and a host. The project is urgent and would (ideally) require the services of a Spanish speaking developer (not essential but highly desired) to understand the data labels. The urgency to develop this is such that a decision needs to be taken by 28 November 2012. There is a very small budget allocated for the development of the tool. Once accepted, the selected person would receive a copy of the excel sheet labels to develop the tool.
