I have recently did a similar project, but for gsm router. Please check my review & check PMB for the screenshots and working windows application file. I can change the application to use SMS Gateway to send message to group and add the contact management feature that you have requested. I can do this in c# and .net framework 4.0 and SQL server 2008 or your db preference.
