I need an integrated circuit design - solar tracker-with mostly basic elements.

[url removed, login to view] an straight array of 36 LED diodes (100-150mm long array of diodes,sun light or torch light allowed to come thru a small hole,and hits a single diode at a time),design should give the maximum intensity-position in readout ,also to read in pc thru USB port.
2 each diode considered as 5 degrees(total 180 degrees--0 degree at east corner ,180 degree at west corner).
3 signal should drive,a simple stepper motor Model:RKI-1128 or some medium load--to that angular position.
4. change of every 5 degrees it should trigger stepper motor to new position
5. there will be two stepper motors,holding small solar panel.(so one rotates clockwise and other anticlockwise,holding long panel ,left and right side)

N.B it should find the shortest possible path
i.e from 5 degree to 90---east to west
due to any rain or cloud if it stops in any position(ex-135 degrees),Next day morning it should not go to 180 degree and come to 0 ,it should come back from where it stopped.(135 to zero)due to cloud after sometime if the angular variation is more than 5 degrees also it should [url removed, login to view] its position in 5degrre steps.

There is nothing compulsory,except detecting light thru 36 LED diodes,on both axis(east-west,north-south),and turning a 2 stepper motor ,for each axis but in different directions
