I am an Excel expert highly proficient in VBA macros; my previous experience has involved delivering multiple Excel VBA projects to numerous clients including FTSE100 based companies. This sounds quite fun. You do know that you do not have the complete colour palette in a 256^2 square? You'd need to have 256^3 squares to get a complete palette. How do you want the palette bucketed to deal with this? I'd probably advice three worksheets with the RED, GREEN and BLUE palettes expressed on each one. You can have the VBA code and it will be fully documented - what version of Excel? You can have it within the day. /R.

Filling 65536 cells with a color pallet, means it is a 16 bit color pallet which traditionally means five bits for red and blue and six bits for green. It would be possible to organize these colors in blocks, where two of the colors would change based on their row and column positions and the other would change in each block, or to arrange them by hue and brightness.

This program can be done taking the values for 3rd dimension depending on the first and the second dimension.

I have been providing VBA coding for Excel and Access for over 15 years, and as a former teacher my documentation is excellent. HOWEVER You cannot do this process in Excel. Even newer versions. Excel 2007+ can only track about 64,000 different cell formats. 256 x 256 is over 65,000 different colours.
