Write a business plan to government to lease a hotel

I operate a mining company in Guinea, West Africa. I require a proposal / business plan to present to the government of Guinea to lease a hotel they own. The hotel is in a remote area (Boffa province) and receives very few guests or business. My company is looking to develop a mining operation in the area and would like to lease the hotel for 5 years to house staff during the construction phase of the project. The hotel was built some years ago and is a 'white elephant' project. We would propose to take over the hotel and operate it for the next 5 years. This would include maintaining the hotel and most importantly training staff (chefs, waiters, cleaners, etc.) and in effect establishing the hotel as a 'hospitality training school'. This would provide skills for people to work in other hotels in Guinea and ensure that at the end of the 5 years the government has a fully functional hotel, with well trained staff, using local produce, etc. This would be of great benefit to the local community, creating direct jobs at the hotel, but also indirect jobs for those supplying goods and services to the hotel (farmers, drivers, etc.). i need a proposal that encapsulates all of this and can be presented to the government. The proposal should consider the economics of the West African hotel industry - occupancy and profitability - to demonstrate to the government the ultimate profitability that the hotel could generate in the future, if operated properly. This would also give an idea of a possible leasing rate we should offer the govt at this time. The report needs to consider the social impacts and benefits and well as the economics of the plan.
