Facial recognition and blink detection in Flash

We are looking to create a Flash movie for a charity client which allows us to use a webcam to count and display the number of times the viewer blinks during the movie and then allows the viewer to blink to be re-directed to a donation page on the charity's website.

To achieve this would require head tracking or facial recognition and a way of detecting blinks.

I've researched it a bit and it looks like the HiSlope framework and/or OpenCV could work but we have no experience in house to achieve this.

We require a finished SWF file and the Flash document itself and we will supply the movie element (which will just be a QuickTime or similar).
