I need assistance in configuration of VLC to make a miniature video capture device / rebroadcast.

The project - This project has to be completed on a < $100 nand board technology. I really like the pcduino. It's a 1ghz arm processor.

Able to interface Easycap DC60 capture device using Linux drivers - I've done research and Ubuntu supports a STK1160 driver
out of the box from version [url removed, login to view] the drivers are already in the kernel.
This is where I need the assistance as I want to configure this command line to use the dev\video0 usb capture device and to restream
the audio and video to a rtmp server (wowza) using VLC as player.

I want to be able to capture video and audio from the STK1160 usb video capture device, then turn that video feed to high quality mp4 using VLC then
rebroadcast that stream to my Wowza video server rtmp for broadcast of video and audio. We need this for our educational class on CCTV implementation.
