Need an Interactive Flash map built from scratch

I am building a website that will include an interactive flash map of the United States. The map should be color-coded and will allow users to roll their mouse over any state and see the name of that state. In addition, users should be able to click on any state and have a new map appear that will be color-coded accordingly. There will be other options that will be included as well. I have a visual model of what I want built and will show you this model prior to contracting with you. This will be a flat fee job and you will receive payment as soon as project is completed and approved. Please note, if the project is not completed as asked, I reserve the right to request any and all changes to be made prior to payment.
